I make a deposit in bitcoin (40$), i have 12$ in my Account balance, but when i want to withdraw 8$ or 5$...i get a message : "Sorry, you have requested the amount larger than the one on your balance."

what is the problem? it's a scam ? i contacted them and they did not answer
